About 25 years ago, the square benefited from a considerable work of preparation that gave it its geometry and this vocation of space that we like to cross in the heart of the city.
Today the urban context has changed and evolved, encouraging the municipality to adapt and take up the challenge of mutability with the main objective of making this place a space where you want to go and no longer a place where you pass alone.
So the place began to transform … first of all a space for our children that combines play, laughter and always a bit of environmental awareness with a natural grassy floor which nevertheless provides the indispensable safety against falls.
Speaking of the environment, the installation of new lights and their low energy consumption, with three times less electricity consumption, will give a modern and dynamic look to the night hours.
The rejuvenation of the existing benches and the new “homemade” models will provide nice breaks in the shade of the trees.
The meeting area… the whole mystery will finally be revealed in front of this space that arouses topics of conversation.
In France, the decree n ° 2008-754 of 30 July 2008 established the establishment of meeting areas in urban areas. The aim of these spaces is to be able to share the roadway between pedestrians and vehicles, as required by the highway code, but also to give energy to local life. The pedestrian is present and the other users share the lane with him. Pedestrians have priority over all vehicles. The roads are shared by agreement between pedestrians and low-speed vehicles. The term “encounter” emphasizes that conflicts must be managed, not by a balance of power, but by courtesy behavior for the benefit of the most vulnerable. When entering this area, the pedestrian, then the cyclist and then the vehicle is a priority. The latter must drive at 20 km / h.
Why 20 km / h?
– This is the speed limit for all kinds of vehicles, i.e. bicycles, mopeds, motorcycles, cars, delivery vehicles, buses, etc.
– It is a speed that allows conviviality, civility and courtesy. The driver of the vehicle thus has a wider field of vision which allows him to come into contact with other road users. This low speed allows the vehicle to stop for short distances, avoiding a number of accidents. In the event of a shock, it has fewer consequences for the victims.
– It is because of this low speed of the vehicle that the sharing of the road with priority given to pedestrians can be carried out in good safety conditions.
In Lannemezan, the meeting area is represented by the extension of the square to give the feeling of a single space where different users find their place thanks to the courtesy of others.
The vehicular traffic is bidirectional and the width of the carriageway has been specifically calculated so that the comfortable feeling of crossing between 2 cars occurs at low speed, this is called the wall effect. This effect is caused by the planters whose vocation is to embellish even more a space that is a little too mineral, bringing the freshness and color of the plant.
Developing local life is the challenge of these developments being the aesthetic supports and safety tools that the neighborhood actors will be able to use to create connections, animation and therefore a social and convivial life between this square and the neighboring shops. with the long-awaited look of summer terraces bubbling with life, laughter and joie de vivre.
